The construction of this project was carried out by Al Futtaim Carillion and began in the year 2003. It took 12 years to finish this project. This city is spread across 3.8 kilometers and 2 kilometers from the eastern bank of the Dubai Creek and the Dubai International Airport respectively.

The complete project was expected to take more than 11 Billion Dirhams as of the year 2006.

The festival city is a unique combination of style and culture. One can find various business retailers, variety of cuisines and many source of entertainment here. Many shops, restaurants, clubs are there which are considered one of the best in their categories.

Situated at the center of the city, is the Festival Waterfront Center. This is made to have over 600 shops including 25 retailers. Some 100 restaurants and bars are also expected to be built here. It would have a huge parking lot that could accommodate 13,000 cars. Also there would be a 12 screen cinema complex. That is not all; it would also have some 400 branded showrooms for fashion, jewelry, toys, accessories and much other stuff. Visiting this place to the fullest just need loads of time.

There are many hotels also in this festival city along with service apartments. InterContinental Hotels Group is responsible for managing all such complexes which took over this task from the Al Badia Golf Course in the year 2009.

Due to recession that hit the world in the year 2008-09, the development of all major projects took a halt. The construction of 350-room W Hotel Dubai and the 400-room Four Seasons Hotel was also put on hold during this period.
